Dear Gent,

I thank you for your letter of the 22nd October

(53908/38) enclosing information furnished by the Governor

of Hong Kong as to the duties of the post of Deputy

Shipping Master in the local Mercantile Marine Office.

It is now clear that this Officer's duties are

similar to those performed by Superintendents in our

Mercantile Marine Offices in this country who are recruited

from the Clerical Class Examination and we agree that the

possession of a Master Mariner's Certificate is not a

necessary qualification for the post.
